Act I is available now for free at http://drhorrible.com/ with Act II coming on July 17th and Act III on July 19th. According to the master plan they will stay up until midnight Sunday July 20th. Following that they will be made available for download from iTunes at a “nominal fee” and in the near future available to buy on a very special DVD “with the finest and bravest extras in all the land”. Well I guess they changed the plan because all 3 Acts are available for free hosted on Hulu (ad supported). You can watch it here. It's also available for a few bucks on iTunes.
